STEP 1.1. Take 3 cups of milk in a boiler and let it boil. Add bay leaf and cardamom in it. Keep stirring. Add rice and mix well. Let it boil again and make a boil again. Add the raisins. Keep the flame on medium.
STEP 2.2. Add the condensed milk. Keep stirring. Do not overheat. Keep cooking till the rice cooks completely and you get a thick consistency.
STEP 3.Add powdered sugar and let it mix. Cook for another 5 minutes.
STEP 4.The rice kheer is ready.
