STEP 11.Add dried red chilies, bay leaves,cardamom,cloves and cinnamon , temp it
STEP 12.Add cumins seeds and potatoes to fry
STEP 13.Fry until golden
STEP 14.Add grated coconut and the spices paste
STEP 15.Mix well and cook
STEP 16.Add salt and sugar
STEP 17.Add tomatoes and green chilies
STEP 18.Cook for 5mins
STEP 19.Add hot water
STEP 20.Add the dhokla one by one
STEP 21.Cook for 3mins
STEP 22.Add ghee and garam masala
STEP 23.Serve with pulao or rice
