STEP 1.Heat a pan and toast the chilies for 2 mins
STEP 2.In a bowl add hot water and soak the chilies for 5mins
STEP 3.Discard the seeds of the chilies and save the water
STEP 4.Add the saved water,chilies,oregano, garlic,clove,thyme,cinnamon,bouillon,laurel leaves , salt and pepper in a blender to blend
STEP 5.In a pot heat olive oil
STEP 6.And add salt and pepper to the beef
STEP 7.Fry the beef from all side until brown
STEP 8.Add chile mixture from the blender
STEP 9.Add water and set slow cooker to 6hrs
STEP 10.Shred beef
STEP 11.Serve with onion,cilantro and tortillas
