This is is North African cuisine meat or seafood pie made with warqa dough, which is similar to filo. But this is totally different it has milky and creamy topping in the warqa.
STEP 1.Preparing the ingredients let’s chop these beautifully roasted almonds, you can also use any other nuts of your desire (roasted walnuts or pistachios or any). Stir and dissolve the corn starch with a little bit of the cold milk.
STEP 2.Making the milk cream in a saucepan, add the milk, the cinnamon stick, the cloves, and the sugar. Mix well with a whisk. Cook on medium heat.
STEP 3.Once the milk reaches the extreme point, remove the cinnamon stick and cloves.
STEP 4.Now add the dissolved corn starch while whisking. Continue cooking the milk on medium heat for another 5 minutes, keep whisking it

STEP 1.It is very important until the milk mixture becomes creamy and thick. Now it’s ready.
STEP 5.Filter the milk mixture through a sieve to get rid of any chunks, and then add the orange blossom water, let the milk mixture cool down, and let’s prepare the warka.

STEP 1.Preparing the warqa we are going to shape the warqa into small disks. But it does not matter if you can just cut with scissors.
STEP 6.Heat some cooking oil in a pan on medium heat, and once it’s hot, add the warka disks.
STEP 7.Fry them for one minute on each side until they become beautiful golden.
STEP 8.Place the disks in a paper towel to absorb excess oil.
STEP 9.Note we have to serve this dessert now, right after frying the warka, when it is still warm!
STEP 10.Serving first, place 2 pieces of fried warka, top them evenly with the milk mixture, sprinkle some chopped roasted almonds and cover with 2 pieces of fried warka, then again milk paste, chopped toasted almonds, then finally 2 pieces of warka, a little bit of milk mixture and a touch of roasted almonds. Sprinkle some cinnamon and powdered sugar.
