• 1 Small yellow onion finely chopped
• 4 Celery ribs diced
• 3 Carrots chopped
• 4 teaspoon Montreal steak seasoning
• 4 cup Water
• 3 tablespoon Chicken base
• 2 cup Heavy cream
• 3 tablespoon Flour
• As required Salt and pepper to taste
• 2 cup Flour
• 1 tablespoon Baking powder
• 2 teaspoon Sugar
• 0.5 teaspoon Cream of tartar
• 0.25 teaspoon Salt
• 0.5 cup Chilled butter
• 1 cup Milk
