• 3 cup Fat free, less sodium chicken broth, divided
• 0.5 cup All purpose flour
• 2 cup 2% reduced fat milk
• 0.25 teaspoon Freshly ground black pepper
• 1.25 cup Shredded extra sharp cheddar cheese
• Fried bacon, crumbled
• Finely chopped fresh chives
• 1 inch Sourdough bread, cut into cubes and toasted in oven
