• 0.5 cup 1 a white wine
• 1 teaspoon Fish base
• 2 sprig Parsley
• 1 teaspoon Black peppercorns
• 0.5 teaspoon A salt
• 1 Bulb of fennel, chopped
• 2 part Leeks, white only and washed well and chopped
• 2 Stalks of celery
• 2 Carrots, Peeled And Chopped
• 15 ounce 1 can of chopped tomatoes
• 2 tablespoon Cognac
• 4 tablespoon Butter
• 3 tablespoon All purpose flour
• 3 sprig Fresh thyme
• 2 tablespoon Fresh parsley
• 0.25 cup A heavy cream
