  • STEP 1.In a heavy-bottomed pan, heat milk and bring it to a boil.
  • STEP 2.Add fennel seeds and simmer the milk on low heat for about 30 minutes, stirring occasionally.
  • STEP 3.Add sugar and continue to simmer for another 10 minutes until the milk thickens slightly.
  • STEP 4.Remove from heat and let the mixture cool completely.
