STEP 1.Sift 750 gms of plain flour and keep aside.
STEP 2.In a mixing bowl add 250 to 300 ml hot water, 4 tbsp of oil, 1 tbsp vodka (optional), 1 tsp salt and mix.
STEP 3.Add this warm liquid to the sifted 750 gms flour and knead to make a wet dough.
STEP 4.Transfer this dough onto a flat surface dusted with flour and continue to knead to get a smooth dough.
STEP 5.Place it in a bowl, cover and let it rest for 30 minutes.
STEP 6.In a large mixing bowl add 700 gm beef mince, 1 large onion finely chopped, 3 to4 tbsp finely chopped parsley (coriander), salt to taste, balck pepper powder to taste and ½ cup water. Mix well till fully combined. Set aside.
STEP 7.Divide the rested dough into 12 equal parts and shape each portion into a ball.
STEP 8.Roll each ball into a thin circle.
STEP 9.Spread 2 to 3 tbsp of the mince mixture into a thin layer on one side of the circle. Fold the other side over to make a semi circle filled with mince. Pinch the edges together to seal them shut. Press this border with the flat tines of a fork to make a pattern. Repeat this process with the rest of the dough and the mince filling.
STEP 10.Heat enough oil in a pan to shallow fry the chebureki. When the oil is hot, place 2 or 3 chebureki in the pan (depending on the size of the pan).
STEP 11.Fry on medium heat for 2 to 3 minutes until golden brown on one side. Then flip them over and fry for another 2 to 3 minutes till the other side also turns golden brown and cooks evenly.
STEP 12.Remove from the pan and drain them on kitchen paper towels.
STEP 13.Beef chebureki is ready.
